(male announcer) live from the kron 4 news station, this is the kron 4 news. >> grant: tonight at eight. a mother. who layed her life on the line to protect her young children. is recovering in an east bay hospital. 38-year-old maria cardova shielded her 7-year-old twins from gunfire that erupted outside her chuch in east okland. on christmas eve. good evening i'm grant lodes. oakland police are still searching for the gunman who opened fire outside centro evangelistico bethel monday night. investigators say the shooter targeted a 17-year- old boy as he left a nearby liquor store. the bullets penetrated the

wall of the church. and hit cordova as she covered her kids new at eight. kron-4's scott rates spoke to cordova. as she continues to recover. >> reporter: she is continuing to recover at this hospital and the family is searching for answers. >> she is still shaken up about what happened to nights ago. >> i saw that my sister, my brother, there were all the screaming. it was terrible >> reporter: allying and the hospital is the last place she expected to be two days after christmas. it happened at this church in east oakland on christmas eve. gunshots sprayed into the building and the sheet shielded her twin bullets from our sons. >> i turned to look at and i do not know how i missed the bullets. i try to cover my

sons and i think the bullet hit me and damaged a lot of things inside my body. >> the shot got part of her armor. >> the twin sons are happy that they are expected to be okay but still scared about what happened. just to give you an idea of how many shots if there is a bullet hole here, and a another bullet hole here. >> a parishioner and a 17 year-old were both shot expected to be okay but this is a christmas miracle that everyone is ok. they are hoping that police can track people down. oakland police have no suspects. >>this just in to the kron 4 news room major delays for bart between the pittsburgh and to north concord station because of police activity of the police station. there is reports of the shooting. at the pittsburgh and north

concord station. in the meantime,oakland city leaders continute battle a big jump in a crime. and today -- they layed out new strategies. it all comes the city's police department faces record-low staffing levels. and previous plans to stop the violence this year - have seemingly failed. there have been 119 murders in oakland this year - up 21-percent from the same period last year. 210 rapes - up 23-percent. nearly 4-thousand robberies - a 23-percent increase. and more than 12-thousand burglaries - a jump of 44- precent. j. r. stone is live. >> reporter: grant, let me correct. there have been 127 murders in an oakland is just this year the biggest changes is a former top cop is a top consultant. but that is just one of the big

changes. >> crime and the city is too high. we know that its defects everyone. we agree with the community that the crime rate has been absolutely unacceptable. >> unacceptable to be an organization i take this very seriously and i feel personally responsible and i take ownership that this is taking place on a watch >> reporter: bold words that the crime-fighting policies have a failed over the past one year. >> we have to work with the resources that we have of and we have to do a better job. >> there are two new policies into place with contract and police say the experts thought adult with crimes in other major cities. second, neighborhood policing they will divide the city into five different sections. with two of those

sections and east oakland to. >> we have to do something. and we have to do something perhaps different than last year. i think that this presents us the best cover today with a year. >> reporter: policies into place by the month of a february. thj. r. stone, kron 4 news. >> jeff bush explains that this consultant has been hired. >> reporter: bill bratton is the big name in the list of consulatants hired by opd. his carreer in policing has brought him to some of the biggest departments in the country. bratton was the new york city police commissioner from 1994 to 1996 and was credited with improving the crime rate in that city. he took over as the chief of police in los angeles in

2002 and led the department until 2009. o.p.d. says he will offer his advice but the chief says he is still in charge in oakland. >> i want to make sure that this is lawful, efficient. >> they have provided they will give us recommendations and it is up implemented because at the end of the day it's my responsibility to make sure the policing in a lawful and constitutional and it's also reduce violent crime. bratton and his business partner bob wasserman created the comp stat system that is used by many major police departments in the country, including oakland. >> we want to look at what we are doing here in oakland. we have the comp stat model here in oakland and we want to look at how we can strengthen it and improve it based on his experience and how he's used it in l.a. and in new york. >> bratton and his company will start early next year. i'm jeff bush, kron four news. >> grant: businesses in oakland are calling for more patrol officers on the streets. new at eight. kron four's philippe djegal spoke to frustrated store owners who

returned to work after theto an unpleasant surprise. >> reporter: the morning after christmas. rosa cabrera returned to the ahir salon she's owned on fruitvale avenue for five years. only to find a broken window near the entrance to rosa's hair salon. cabrera says she then checked in with a few neighboring businesses and found she wasn't the only victim of vandalism. cabrera says the window of a shuttle van for an elder care facility was also broken. so were these six windows to a vacant storefront on the corner of the street. cabrera says her salon has been sprayed with graffiti in the past. more than a year ago, her salon was also burglarized. she says her shop is safe. the doors are always gated and locked. she just hopes police can do more to prevent crimes like this from happening again. >> i like to stay here because it is a quiet area. this happened, i do not know why right now. but this is still happening. i might

have to close business or moved to another area. i think they need to hire more police and or take care of the city. >> reporter: cabrera says she did not file a report here at the oakland police department. but that some of her neighboring businesses did. in oakland, philippe djegal, kron four news. >> grant: fairfield police are investigating two robberies that took place 11 minutes apart. the fairfield police deparment is releasing surveillance video of the robberies.hoping to get the public's help. here's the video. from december 23rd. police say the same two unidentified suspects rob the valero gas station on north texas street.shortly after robbing the 7-11 store on phoenix drive. one of the suspects held a chrome revoler handgun as they both grabbed money from the cash registers. both suspects left on foot. new at eight.

the international maritime organization has approved a plan to change the routes that cargo ships use to enter san francisco bay. the goal is to reduce collisions between large vessels and whales. kron 4's charles clifford has details. >> reporter: migrating whales, such humpbacks, often pass through the waters off california's coast. far to often, these large creatures collide with cargo ships, killing or severely injuring the whales. but under a plan developed by the national oceanic and atmospheric administration, and now approved by the international maritime organization, cargo ships will be required to travel through narrower shipping lanes in an effort to avoid these deadly collisions. the changes involve shipping lanes at the port of los angeles and long beach, as well as the approach to san francisco bay. this is a google earth view of san franciso looking north across the city. currently any cargo ship that enters or exits san francisco bay has to use one of three shipping lanes, seen here in red. but under the newly approved plan, these lanes will be

reconfigured. the new routes will be longer and narrower. the idea is to restrict ships to a smaller area when they pass through know whale feeding grounds. are spoke with a marine biologist, jonathan stern. >> this is a great plan. if we alter the shipping lanes the whales could have more of a chance to avoid these ships. >> reporter: the new shipping lanes go into effect in 2013. in san francisco, charles clifford kron 4 news. >> grant: cal trans has lifted chain restrictions on interstate 80 and highway 50 through the sierra near lake tahoe for the first time in days. roads are clear for now. but there is still plenty of snow off to the sides. roads on the way to tahoe area ski resorts are also clearing up. and resorts are reporting plenty of fresh powder on the ground. an avalanche advisory has also been downgraded from

in a statement, calling schwarzkopf "a true american patriot and one of the great military leaders of his generation." speaking of former president george h-w bush. he is still in intensve care at a houston hospital.dealing with a stubbord fever.but heis sense of humor is just fine. the former president's family is confident he will be out of intensive care soon. bush's chief of staff sent supporters a note today including this quote: "he would ask me to tell you to please put the harps back in the closet." the 88-year-old has been in the hospital for more than a month, after first coming down with bronchitis. >> grant: 5 days. that is all that remains before our economy falls off the fiscal cliff. tonight we're learning congressional leaders will convene at the white house tomorrow for last-minute talks to avoid tax increases and spending cuts. kron 4's justine waldman has details on negotiations.

>> reporter: the economy is getting very close to falling off the fiscal cliff. though a last minute plan could be in the works. on friday, congressional leaders will meet with the president to discuss the standoff. obama and congressional democrats want a deal that would let tax rates rise for the wealthiest taxpayers. many republicans remain against any tax increases. the white house meeting would be the first time the president has huddled with all four november 16. the senate is back in session. majority leader harry reid is starting to sound pesimistic. >> reid: "i have to be very honest. i don't know how it can happen now." >> reporter: the house is still on christmas break. but will meet sunday evening, a little more than 24 hours before the "fiscal cliff" arrives. but it's not clear what legislation it might consider >> mcconnell: "hopefully there is still time. preventable economic

crisis." >> reporter: and over the edge is just where the economy may go. im justine waldman for kron 4 news. >> grant: the powerful winter storm that raced across the country this week is not over yet. the storm is dumping several inches of snow in the northeast and midwest. this was the scene in syracuse new york.were residents spent the day digging out. ines ferre has the latest. >> this is causing extreme delays at several major airports. extremely frustrating, many's stores are out of salt and shovels. >> plan b, we could spend more time with the grandkids. >> numerous cancellations and they are still facing hurdles.

a.m. with the north bay coastline with a heavy rainfall approaching the san mateo coast by 8:00 a.m. and the rainfall will be fairly widespread. by 9:00, pressing into the east bay napa, that delta, by midnight rain itself of the golden gate. showers south of the golden gate and the rainfall could start to diminish. showers ending by 9:00 p.m. on saturday. the rainfall headlines with the timeframe tomorrow through saturday morning but mostly tomorrow evening. the rainfall will be mostly light. this will move through quickly, with one- half inch for the most part. and temperatures are going to be dropping with this system a cold blast. our sole levels are going to go down to 3,000 ft.. snowfall and social levels. most of the precipitation will be

>> grant: now for a look at our top stories at eight- thirty. a mother who shielded her children from gunfire during a chirstmas eve church service is recovering in a hopstial tonight. 38-year-old maria cardova was hit by a bullet that piereced the wall of the church in east oakland monday night. her 7-year-old twins were not hurt. police say the shooter was targeting a 17-year-old boy at a nearby liquor store. the boy was shot. but will survive. the shooter is still on the loose. >> oakland's mayor and police chief admitting that crime fighting policies in their city have failed over the past year. today they layed out a new plan to tackle the still growing problem. including contracting public safety experts from other major citys. and stepping up neighborhood policing. >> congressional leaders will convene at the white house tomorrow for last- minute talks to avoid the tax increases and spending cuts that are set to go into effect next week. they and president obama still hope a deal to avoid the "fiscal cliff" can be reached. but democrats and

republicans are stil at odds over tax hikes on the wealthy. a woman makes a 9-1-1 for call for help that ends in a deadly confrontation between an armed man and walnut creek police. the officer involved shooting took place on the 1400 block of creekside drive just after 3am thursday morning.no officers were injured. the man who was shot by officers died at the scene. he has been identified as 22-year-old anthony banta jr. the incident has rattled residents in the area. >> i have been here for three years. i thought that walnut creek was one of the safest places to be. i thought that could could have never happened. >> unbelievable. >> scary. >> right on the road from where i live. >> just a couple of doors down. >> if it could happen

>> grant: now for today's market update. stocks end the day down. but word that republicans would reconvene the house of representatives on sunday. in an effort to hammer out a last-minute budget deal. erased early trading deficits. on wall street. the dow finished the day down 18-points. but at one point during the session it was down 150 points. the nasdaq lost four points. and the s-and-p 500 dropped roughly two points. >> new home sales jumped in november to the highest level in more than two years. the u.s. government is reporting an increase last
